
BIOGRAPHY - MIKE PAYTON
Education::
Began school at North Moreland Elementary School (1-8) and then graduated from Portsmouth East High School and the Scioto County Joint Vocational School in 1973. Graduated from the Portsmouth Interstate Business College in 1974 with an Associate Degree in Business Administration. Later obtained a Bachelor of Science in Education from Ohio University and a Masters from Liberty University. Did additional graduate work at Utah State University.
Work Experience:
In June of 1975, began working at Mercy Hospital as a cashier. In 1977, was hired as a account clerk at the Portsmouth Receiving Hospital. After obtaining additional college degrees, eventually became a Mental Health Administrator serving as the hospital's Director of Human Resources and Chief Fiscal Officer.
When the Mental Health Act of 1988 produced the State Operated Services system, became director of the Scioto County unit (later renamed the Community Support Network). Created and administrated the Job Coach Program, Forensic Monitoring Program and the Volunteer Guardianship Program, all of which provided services for mental health patients in Adams, Lawrence and Scioto counties.
After the state decided to close mental health hospitals throughout the state in favor of more regional out-patient services, was employed by the Ohio Department of Youth Services as a Teacher at the Ohio River Valley Juvenile Correctional Facility in Franklin Furnace, Ohio. In 2000, was employed as a Intervention Specialist for the South Central Ohio Educational Service Center.
In 2006, created "The Teacher's Room" website, www.theteachersroom.org, to provide current information on education trends throughout the United States and around the world for education majors, teachers, parents and students. Also authored several articles on behavior plans, individual education plans and produced a DVD, "How to Get the Teaching Position You Want."
Was elected to serve as a councilman for the Village of New Boston, November, 2007.
Community Service:
In the 1990's, worked closely with the Scioto county chapter of the American Red Cross, eventually becoming board chairman. Also served as board chairman for the Scioto County Radio Reading Services Board, worked with the Holidays Festival committee and recently with the annual Miss River Days Pagent.
In the 1980s, helped create the New Boston Scioto Soccer League, serving as board member, coach and eventually league president. Coached and served as board member of the New Boston Little League since 1978.
